For users who aren't satisfied with the default live wallpapers that came on Android 2.1, a developer over at XDA-Developers by the name of madwolfchin has created a tool called Ownskin UGC that runs on your Android phone that will allow you to create your own user-generated live wallpaper without much programming nor coding knowledge needed.
In order to run the app, you would need to download it from XDA Developers, which means you will need an Android handset capable of installing non-Android Market apps (sorry AT&T users).
The limitation right now is that any widget that's part of the wallpaper pack that requires an Internet connection to get updates won't be able to do that, although a promised update to get Internet-updated widgets is forthcoming.
